In 1951-1952 the bus-only Tu
saw 20+ public cars at Xin-
hua School where Tu Xinhua
was a 6 yearer. Tu recorded
all plate numbers & reported
to Shanghai City: “we must
not waste valuable gas when
Korean War is critical. Also,
this causes public dissatisfac-
tion.”Shanghai City accepted
his criticism & confirmed the
numbers.So a Xinhua School
new rule: public car carrying
kids’d be kept at school.

Shanghai City accepted Tu’s criticism of 20+ official cars for private use at Xinhua Primary School in 1952. So Dean Zhang Mingxiu’d detain kids during weekend if official car came for pick-up. 60 years later, Ou Shaokun in Guangzhou surpassed Tu.
